Classic mac os 9 download free included on the original discs for that computer, if you still have them. There's also the very remote chance Apple still has them. Provide the serial number and specifications of the Mac. They may be able to provide a replacement set of discs for a fee. Updates to later versions of OS9 are available for free download, though I recall people complaining they had gone missing from Apple's site.

The most recent complete OS that can be downloaded from Apple is OS 7. None of the G4 iBooks can boot to OS 9 any version. This means that there is no stand-alone OS 9 install disk that will work on such models; it also means that none of the download updates for OS 9 can be used, since all such require that the machine be booted to OS 9 in order to install the update.
The original disk set that came with your iBook G4 should have the ability to install Classic, and abridged form of OS 9 that is suitable for use as Classic, mac os 9 download free.
